The ETC payment apps VETC and ePass announced they would start charging a monthly management fee on electronic wallets from August 1 — 6,600 dong a month for individuals, 66,000 dong a month for businesses. But the backlash from users spread quickly, and both companies announced on August 20 that they were withdrawing the fee. The amount was 6,600 dong per wallet per month for individuals (including VAT, about 38 yen), and 66,000 dong per month for businesses (about 377 yen). Annualized, that comes to 79,200 dong for individuals and 792,000 dong for businesses.

Classification

Monthly (dong)

Annual (dong)

Yen equivalent (approx.)

Individual wallet

6,600

79,200

About 38 yen/month, about 450 yen/year

Business wallet

66,000

792,000

About 377 yen/month, about 4,500 yen/year

Approximate figures converted at roughly 175 dong to the yen. Amounts include VAT and are based on each company's notice as of August 2026.

The amount itself is less than the price of a can of coffee. What sparked outrage was the nature of the fee and how broadly it applied.

Charged Even in Months You Never Use a Toll Booth — VETC Alone Covers About 2.6 Million Wallets

The core of the backlash was that you'd be charged even if you never once used the expressway that month. The wallet management fee was a flat monthly charge unrelated to actual toll usage, deducting 6,600 dong even in a month the car sat parked in the garage. VETC alone had about 2.6 million wallets subject to the charge, and nationwide there are about 6.3 million vehicles fitted with ETC. Now that urban expressways and ring roads have switched almost entirely to ETC-only, owning a car effectively means you can't escape this app — that's how users read it. It also came right after private-car ride-hailing services becamesubject to fines of up to 14 million dong from August 15— around the same time, and the sense that a string of new car-related rules were landing back-to-back only fed the backlash.

Traffic Account and E-Wallet Are Different Things — Link Directly to a Bank Account to Avoid This Fee

This is where it helps for residents to understand the difference between a "traffic account" and an "electronic wallet." They're easy to confuse, but they play different roles.

Traffic account (tài khoản giao thông): The official account that settles the actual toll amount when you pass through a toll booth. This is mandatory if you use ETC at all, and it wasn't the target of this management fee.

Electronic wallet (ví điện tử): A payment method offered by VETC or Viettel Money (on the ePass side) to feed a balance into the traffic account. This monthly management fee applied to this wallet.

ePass explained that anyone who doesn't want to use the wallet can choose another payment method instead — a bank account, postpaid (pay-later), a credit card, or an international card. In other words, linking your traffic account directly to a bank account rather than through the wallet means no monthly management fee applies. If you're linking a bank account, the problem of accounts locking up without biometric registrationandchanges to remittance apps' soft OTP— it's worth checking these, alongside the string of bank-side setting changes that piled up this summer, to avoid missing a payment.

The National Competition Commission and Directorate for Roads Stepped In, and VETC and ePass Withdrew the Fee on the 20th

As the backlash spread after billing began, the authorities also moved. The National Competition Commission looked into whether there were any competition-related issues, and the Directorate for Roads (Cục Đường bộ) called for the fee structure to be recalculated. The Deputy Prime Minister also ordered an investigation into the complaints. VETC had initially explained the fee would go toward "operating costs, system maintenance and upgrades, and round-the-clock security," but announced on August 20 that it was stopping the collection of the management fee. ePass (Viettel Money) made the same call the same day. VETC acknowledged that how it communicated the change had been inadequate and said it would consider a more appropriate approach based on customer feedback. From launch to withdrawal, it took just 20 days.

What Residents Should Check After the Withdrawal

Check your app's transaction history to see whether 6,600 dong (66,000 dong for businesses) was deducted in August's statement. Check each company's guidance for how refunds or offsets from the withdrawal are handled.

Check whether your traffic account is settled from "wallet balance" or "directly linked bank account / postpaid." With the former, there's room for a similar fee to be added again in the future.

If you're re-linking to a bank account, first check that the account has completed biometric registration and that transfers and withdrawals aren't blocked.

If you're operating multiple vehicles under a business name, since charges were applied per wallet, it's worth taking stock of the payment method for each vehicle all at once.

What disappeared this time is the wallet's monthly management fee — the toll charges themselves, or the fees at toll booths, haven't changed. ETC as a system remains; only the choice of payment method is left in users' hands. To avoid scrambling the next time a similar notice arrives, it's worth jotting down now what your "traffic account, plus what you pay with" setup actually is, so you can judge it the moment you see a statement.

Sources

Dân trí — Sau VETC, ePass cũng thông báo dừng thu phí 6.600 đồng/tháng

Dân trí — VETC, ePass nói gì về phí 6.600 đồng/tháng, không muốn trả tiền thì sao?

[19,427
995,900,987,996,899
["post-4865","news","type-news","status-publish","has-post-thumbnail","hentry","category-news","category-transport","tag-epass","tag-etc","tag-vetc","tag-996","tag-899
["GET
