Resolution 66.22\/2026\/NQ-CP, \"On developing the digital citizen,\" issued by the Vietnamese government dated July 9, takes effect on August 15. It provides that a person who holds a Level 2 account in the VNeID electronic ID app and has integrated five items\u2014birth certificate, bank card or the like, social-insurance account, mobile phone number and electronic health record\u2014is exempt from fees such as passport and driver's-license reissuance when handling the procedure online. Vietnam's papers ran headlines like \"50% off vehicle registration tax,\" but reading the text, the target is limited to second and subsequent registrations. Moreover, the word the text uses repeatedly is \"c\u00f4ng d\u00e2n (citizen),\" and it doesn't say the same benefit reaches foreign residents. For Japanese living in Hanoi or Ho Chi Minh City, the parts to expect and the parts not to expect divide clearly.<\/p>\n

Resolution 66.22 is a time-limited measure from August 15 to February 28, 2027<\/h2>\n

In the registration on the government gazette site vanban.chinhphu.vn, this resolution's promulgation date is July 9, 2026, its effective date August 15. And its expiry is clearly stated as February 28, 2027. The first thing to grasp is that it's not a permanent system but a time-limited measure ending in a little over half a year.<\/p>\n

Three conditions for the reduction areSimultaneously<\/strong>are met. One, you hold a Level 2 VNeID account. Two, you've integrated the five designated pieces of information and documents into the app. Three, you apply and pay for the procedure through the online public services portal. If you bring paper to a counter, you don't qualify even with all five in place. This design shows the point of the system is not 'making fees cheaper' but 'getting people to move online.'<\/p>\n

The five items required for integration are: birth certificate; information on one of a bank card, payment account, e-wallet or mobile-money account; social-insurance account information; mobile phone number; and electronic health record. For someone born and raised in Vietnam these are all things at hand, which conversely means the design leaves those who lack them unable to stand at the entrance.<\/p>\n

The background to designating October 15 \u201cDigital Citizen Day\u201d<\/h2>\n

The resolution isn't a document setting out only reductions and exemptions. It also includes making October 15 each year 'Vietnam Digital Citizen Day,' designating the Ministry of Public Security's police department for administrative management (C06) as the operator of VNeID, and providing digital-signature authentication for online administrative procedures free of charge. The half-year fee break looks positioned as a catalyst within that whole picture.<\/p>\n

Vietnam's administrative digitalization has advanced month by month this year. Immigration procedures tied directly to foreigners' residence were consolidated into VNeID in June (Vietnam's immigration procedures consolidate into VNeID from June: what expats and companies should do<\/a>), and from July, vehicle inspections no longer require a paper certificate either (Vehicle inspections go paperless\u2014Vietnam's new rule completed via VNeID from July<\/a>). The August fee reduction is one move placed on that same trajectory.<\/p>\n

On the reduction side there's a common ceiling. It's once a year per person, and the reduction is capped at five times the base salary (m\u1ee9c l\u01b0\u01a1ng c\u01a1 s\u1edf) at the time of filing. The base salary rose to 2.53 million dong (about 15,600 yen) from July 1 under Decree 161\/2026\/N\u0110-CP (issued May 15, 2026), so the cap is 12.65 million dong, roughly 78,000 yen. Even if you buy a high-priced property or car, what comes back stops at this line.<\/p>\n

A misreading that 'new cars are half price' spread locally<\/h2>\n

From the moment it was announced, differences in how this resolution was read stood out. Lining up the reactions by position brings the shape of those differences into view.<\/p>\n

State radioVOV<\/strong>'s automotive section ran a piece to the effect of 'understanding correctly what the registration-tax reduction under VNeID Level 2 actually covers,' pointing out that the break is limited to 'the declaration procedure for assets paying registration tax the second time onward.' It makes clear that not every case of buying a new car and registering it for the first time gets a 100% exemption or 50% cut. In other words, the benefit reaches those buying a used car and transferring the title.<\/p>\n

Business pressVnEconomy<\/strong>'s automotive coverage read this system as a stimulus for the used-car market. If registration tax on second and later motorbike registrations goes to zero, the barrier to switching drops. On top of that, because ownership information is cross-checked on VNeID, it frames things so that vehicles in dispute or of unclear origin are more easily kept out of transactions. It's a view that looks at the side effect of transaction transparency.<\/p>\n

C06, the Ministry of Public Security unit in charge, addressed concerns raised while the resolution was still a draft. To the point that it might narrow citizens' rights, it explained that it 'does not reduce or restrict the lawful rights and interests of citizens as provided by the Constitution.' To the point that records of activity in the digital space might be used for discrimination, it was reported as saying that 'records of citizens' proactiveness are used only for encouragement, not for discrimination or punishment.'<\/p>\n

And what spread most widely were the general-media headlines. Phrasings like \"buy a car for 50% off registration tax, two-wheelers 100% exempt\" circulated across outlets, while the \"second-and-later\" condition was buried deep in the body text. The gap between the legal text and the summarizing outlets is reproduced in the same shape when you follow it in Japanese.<\/p>\n

How far do resident foreigners qualify?<\/h2>\n

This is the real subject for Japanese readers. To put the conclusion first,Whether it applies to foreigners can't be stated definitively from the published parts of the text<\/strong>. The word the resolution uses throughout is 'c\u00f4ng d\u00e2n,' which in Vietnamese legal terms refers to Vietnamese nationals. The full text of the gazette is public as a PDF, but the scope of the implementing appendices isn't available in a form checkable in Japanese. Vietnamese legal-information sites' explanations also write 'Vietnamese citizens with a Level 2 account,' and no wording including foreigners could be found.<\/p>\n

On the practical side, the bar isn't low either. Of the five items required to be integrated, the birth certificate is issued through Vietnam's household-registration system, and the social-security account and electronic health record are also tied to Vietnam's social insurance and healthcare systems. We couldn't find any official guidance that foreigners can integrate these three into VNeID. A bank account and a phone number you can hold without trouble, but since having all five is the condition, it's likely to stall there.<\/p>\n

That said, foreigners can obtain a Level 2 VNeID account itself. From July 1, 2025, under Decree 69\/2024\/ND-CP, applications opened for resident foreigners holding a valid permanent residence card (the thuong tru) or temporary residence card (the tam tru). Procedures foreigners actually use, like converting a driver's license (Drive on a 90-day visa\u2014Vietnam's license conversion opens its doors to business travelers too<\/a>), the situations where whether you have Level 2 changes the hassle are increasing. Even if you don't qualify for the fee waiver, cases where an account is required for identity verification when opening an account or for registering a lease are actually happening.<\/p>\n

Used-car ownership transfers, and the effect on how crowded administrative counters get<\/h2>\n

Where the scheme actually bites first is used two-wheelers. It's not unusual for Japanese who buy a used bike in Vietnam to put off the transfer of ownership, but for the Vietnamese seller, transferring the title between August 15, 2026 and the end of February 2027 is more advantageous. Expect more situations where the seller raises \"when to register\" at the point of sale.<\/p>\n

The other is how crowded the counters get. Since the exemptions extend to passports, driver's licenses, ID cards, residence registration, and everyday procedures broadly, online applications will surge from mid-August. One read is that physical counters will empty out, but obtaining a new Level 2 account requires appearing in person, so immigration counters, conversely, tend to draw crowds. Where foreigners file temporary-stay declarations was also reorganized earlier this year (Foreigners' temporary-residence declarations consolidated onto a new site: where residents get stuck<\/a>), the timing when the entry point shifts overlaps. Non-urgent applications are best finished by the first week of August.<\/p>\n

For resident foreigners, the text doesn't spell out that it applies, and three of the five items are structurally hard to assemble. Better not to plan around the reduction. What's still worth doing is obtaining a Level 2 account. Take your passport to the nearest immigration office, fill in form TK01 and register your fingerprints and photo\u2014free, in 3\u20137 business days. Then, on the spot, ask staff whether the five-item integration and fee reduction apply to your residence category. Rather than be jerked around by a scheme that ends in half a year, getting ahead of the continuing shift of administrative procedures online pays off in the end.<\/p>\n
