Link Vietnam's digital ID app \"VNeID\" with the e-ID systems of Singapore and other ASEAN countries \u2014 that policy was set out on July 11, 2026, as an instruction from General Secretary and President To Lam. Vietnam, which has been consolidating domestic administrative procedures into a single app, is finally stepping beyond its borders. For Japanese living in Vietnam, or those who travel there often, the app is already becoming something you're inconvenienced without. We read, from a practical angle, how its cross-border rollout could change future residency procedures and airport identity checks.<\/p>\n

The July 11 directive on \u201ccross-border cooperation\u201d<\/h2>\n

The move was included in the meeting conclusions of To Lam released by the Party Central Committee's Secretariat. The gist is clear: it calls on the responsible agencies to \u201clink VNeID with the digital ID infrastructure of Singapore and other ASEAN countries as soon as possible.\u201d The stated goal is to \u201csmooth cross-border data sharing and digital transactions.\u201d The completion timing is \u201cas soon as possible,\u201d with no specific date given.<\/p>\n

The directive came out of a high-level meeting on 'Resolution 57,' which Vietnam places at the core of its digital transformation. There, To Lam said that 'the crux is no longer policy or budget, but whether the ministries and local authorities can put the plans into action.' In other words, it's close to a declaration that the framework and the leadership are in place\u2014all that's left is to make it move.<\/p>\n

How Is This Different from the Earlier \"Domestic Consolidation\"?<\/h2>\n

Over the past year or so, VNeID has swallowed up one Vietnamese daily-life procedure after another. The trend of consolidating immigration-related procedures into the appThe move consolidating Vietnam\u2019s immigration procedures into VNeID from June<\/a>became a talking point among residents as well. In the world of cars too,New rules letting vehicle inspection be done with VNeID alone, no paper needed<\/a>has begun. Each was a purely domestic efficiency drive to \"replace paper and counters with an app.\"<\/p>\n

This cross-border linkage lies on that same trajectory but is different in nature. However far domestic digitization goes, a Vietnamese ID was just \"an app\" outside Vietnam. Connecting it to Singapore's e-ID system means that identity information verified in one country can be trusted and accepted by another country's government and services. If domestic consolidation was the work of building the app's \"depth,\" this is a move to grab \"breadth.\"<\/p>\n

Why Singapore first<\/h2>\n

Singapore was not chosen as the partner by chance. The country leads in government digitization and has a deep track record of running electronic IDs. From Vietnam's view, it is easy to implement as a \u201cwell-matched first partner\u201d for cross-border linkage and easy to produce a success case.<\/p>\n

Behind it is an ASEAN-wide vision. The bloc is planning cross-border digital business IDs, and in October 2025 the World Bank invited proposals to assess how far each ASEAN country can support interoperability of cross-border digital IDs and 'verifiable credentials.' Vietnam's tie-up with Singapore is easiest to understand as the first proof-of-concept toward this region-scale framework.<\/p>\n

A Self-Assessment: \"The Political Will Is There; the Problem Is Execution\"<\/h2>\n

That said, it's too early to assume things will move as smoothly as advertised. The challenge Vietnam itself acknowledged at the same meeting was, if anything, weak execution. The bottlenecks flagged were three: projects that stall even when budgeted, data that isn't shared and doesn't flow between government systems, and strong political backing that isn't matched by on-the-ground implementation.<\/p>\n

One figure, modest but telling, was also shown. The disbursement rate of public investment on digital-related projects stands at just 12.2%, well below the national average. In other words, \u201cthe will and the budget are there, but the money isn\u2019t moving on the ground.\u201d How the high-difficulty theme of cross-border cooperation clears this wall of execution will decide when it happens.<\/p>\n

What could change for residents and business travelers down the line<\/h2>\n
