From July 1, the city authorities began time-of-day entry restrictions on gasoline motorbikes on 11 streets in the Hoan Kiem area (reported April 23, 2026 / started July 1). For travelers strolling the Old Quarter and residents living in this area, it changes how you plan your movements. Nailing down specifically "which streets, when, and what they stop" will save you from scrambling on the day.

The first stage of the "low-emission zone" that began on July 1

This restriction is the first stage of the "low-emission zone (LEZ)" that Hanoi is advancing inside Ring Road 1. Stage 1 targets the central part of the Hoan Kiem area, a small zone of about 0.5 square kilometers with a perimeter of about 3.5 kilometers and a residential population of roughly 20,000. The stage is set in the prime area that tourists walk around most: the Old Quarter and around Hoan Kiem Lake.

The 11 covered streets are Trang Tien, Hang Khay, Le Thai To, Hang Dao, Hang Ngang, Hang Buom, Ma May, Hang Bac, Hang Mam, Nguyen Huu Huan, and Ly Thai To. It is a line that skewers everything from the front of the Opera House to Hoan Kiem Lake and the Old Quarter's souvenir streets, overlapping almost exactly with travelers' range of movement.

What stops is only "Friday nights and weekends"

It is easy to misunderstand, but it is not a total ban starting from daytime on weekdays. Private gasoline motorbikes and scooters are restricted during the hours of Friday 6 p.m. to midnight, and Saturday and Sunday from 6 a.m. to midnight. In other words, the more you go to the Old Quarter to play on weekends, the more affected you are. Conversely, if you stop by during weekday daytime, you can still ride in by motorbike as before.

Another key point is the treatment of ride-hailing motorbike taxis. Gasoline motorbikes running via apps like Grab and Xanh SM are, in principle, to be shut out of the zone regardless of the time of day, with a push toward switching to electric vehicles. There will be situations where the standard move of riding a motorbike taxi up to your Old Quarter hotel on a weekend no longer works. If your destination is inside the zone, check the available hours and whether the vehicle is electric before booking, for peace of mind.

Quick-reference chart of covered times and areas

Item

Details

Effective date

July 1, 2026 (Stage 1 through December 31 of the same year)

Covered district

Central Hoan Kiem area (inside Ring Road 1)

Covered area

11 streets / area about 0.5 sq km, perimeter about 3.5 km

Restricted hours (private motorbikes)

Fri 6 p.m.–midnight / Sat–Sun 6 a.m.–midnight

Ride-hailing app motorbike

No entry into the zone at any time (electrification recommended)

Vehicles covered

Gasoline motorbikes and scooters

Build your trip around walking, electric, and public transport

So how do you get around the Old Quarter during the restricted hours? Since the target area is only a few hundred meters across to begin with, walking is actually the most realistic option. From Hoan Kiem Lake to the center of the Old Quarter is about a 10 to 15 minute walk. Pedestrian zones also expand on weekend nights, so if you plan on the premise of walking from the start, you can enjoy it without being conscious of the restrictions.

In line with the zoning, the city plans to advance "green transport"—electric buses, urban rail, electric bicycles, shared public electric motorbikes, plus charging and battery-swap stations and transfer hubs. With route buses going free in Ho Chi Minh City from July, and more,The move to make public transport easier to use in Vietnam's urban areasare advancing simultaneously on many fronts. In Hanoi too, expanding the metro and electric buses is discussed as a set with the zone restrictions, and for travelers it is a trend where the options for "getting around without relying on motorbikes" grow year by year.

It is also useful to view airport access in the same context. In Hanoi,Metro development is gradually changing the shape of airport accessso if you base yourself at an Old Quarter hotel, a setup of taking the railway or bus into the city after arrival and getting around within the area on foot or by electric transport looks set to become mainstream in the future.

The actual impact on residents and travelers

Enforcement uses automatic number-plate recognition (ANPR) cameras, signs, traffic monitoring infrastructure, and a data management system to track entry and exit from the zone. It is worth remembering that this is managed camera-based, not by a subjective operation. For people and businesses living within the zone, support measures encouraging a switch to clean-energy vehicles are also expected, so it is not a design that suddenly makes life unworkable.

That said, many cafes and shops in the Old Quarter run business models that rely on motorbikes for deliveries and purchasing, so if the weekend time restrictions take hold, switching to electric motorbikes and rethinking delivery times will become real challenges. From the traveler's side, the weekend-night Old Quarter leans further toward being a "walking town." The Old Quarter, with fewer motorbike exhaust sounds and horns, may actually become easier to walk for strolling and cafe hopping.

Three stages through 2029, from the Old Quarter into Ring Road 1

These 11 streets are merely the entry point. In the second stage (2027), the scope expands to the Cua Nam area in addition to Hoan Kiem, with the covered population growing to about 137,000. In the third stage (2028–2029), the plan expands to the entire area inside Ring Road 1, an area of over 26 square kilometers with a population of about 625,000. It is reported that about 6.9 million motorbikes run across Hanoi as a whole, of which about 450,000 are used inside Ring Road 1, showing this is a vision to reshape the city's air and mobility over several years.

If you visit Hanoi next, it is wise to plan your weekend Old Quarter on the premise of "walk, or get around by electric transport." Since the area expands in stages, getting used to a way of moving centered on walking and public transport now will make your future trips smoother.

Frequently asked questions

Can I not enter the Old Quarter by motorbike during weekday daytime either?

Private gasoline motorbikes are restricted from 6 p.m. to midnight on Fridays and 6 a.m. to midnight on Saturdays and Sundays. On weekday daytimes you can enter as before. Only when going to the Old Quarter on weekends do you need to be mindful of the hours.

Can I use rental motorbikes or ride-hailing motorbike taxis?

Gasoline motorbikes via ride-hailing apps are, in principle, barred from the zone regardless of the time. If your destination is inside the zone, check the available hours and whether the vehicle is electric before booking. Rental gasoline motorbikes also cannot enter the target area during the weekend restricted hours.

How should I get around during the restricted hours?

The target area is a small zone only a few hundred meters across, so walking is the surest option. From Hoan Kiem Lake to the center of the Old Quarter is about a 10 to 15 minute walk. The city is also developing electric buses, urban rail, and electric bicycles, so a combination of public transport to the surroundings and walking within the area is convenient.

Sources

VnEconomy: Hanoi to pilot petrol motorbike ban on 11 streets starting from July 1

Vietnam News: Ha Noi to pilot petrol motorbike ban in Old Quarter from July

Vietnam Plus: Hanoi to pilot petrol motorbike ban in Old Quarter from July

On 11 streets in Hanoi's Old Quarter, time-based restrictions on gasoline motorbikes began on July 1.
